According to his “ imperial restraining officials from evil”, he was trying to restrain from evil by getting in charge of everything. He tried control the finance, laws, and also the punishments of the empire. His empire would be perfect, if he is not the one who is causing the trouble. If he becomes an evil then the empire would fall right away. This will require lots of responsibility.
There might be another problem with geographical feature. The territory of his empire was big and huge. It would be impossible for him to control everything that is going on in his empire.
